The following symptoms would be noticed when you are logged on locally to the server that is hosting the Central Admin site in the SharePoint 2010 farm.
- You don’t see the ‘Manage Services on this server’ option on the ‘System Settings’ page
- The ‘Configuration Wizards’ page is completely blank when you browse to it
If you browse to Central Admin from a remote workstation, all links are visible as expected.
Instead of just browsing to the Central Admin site using Internet Explorer, try running ‘SharePoint 2010 Central Administration’ from the start menu. You can also try running Internet Explorer in admin mode (right-click, Run as Administrator).
